Do not scatter emergency gear across three closets. Pick one table, shelf, or drawer near the window with the best cell signal. Store the power bank, weather radio, GMRS radios, charging cables, printed contact list, channel plan, and building notes there. The goal is not to buy the most expensive radio. Layer 1: Receive Alerts Without the Phone Network

A NOAA weather radio is the cheapest useful layer. It does not require a license, subscription, carrier signal, or app login. In an apartment outage it answers the first question: is this a local building problem, a city grid event, or a storm with official warnings? GMRS is for short local coordination: family members on different floors, a neighbor checking the lobby, or a car staged outside the garage. Concrete and steel will crush the range printed on the box, so test the actual path you care about: apartment to stairwell, apartment to lobby, lobby to curb, and apartment to parking level. The FCC GMRS license is required in the US for GMRS transmit use. Budget for the license and write the call sign into your printed plan.

Layer 4: Add Satellite Only If You Have Sky

Satellite messengers are the last-resort layer. They are useful from a balcony, roof, courtyard, sidewalk, evacuation route, or any place with a workable sky view. They are much less useful from the center of a high-rise apartment with no window angle. If you buy satellite, test a non-emergency message before storm season. A device left uncharged and untested is just an expensive worry stone.
