Back Up the Whole Internet Path

Wi-Fi calling does not run on the phone alone. In an apartment, the powered path may include the phone, Wi-Fi router, cable modem, fiber ONT, or combined gateway. In a larger building, there may also be a telecom closet, shared fiber cabinet, powered coax amplifier, or ISP equipment you cannot control. That is the first drill: unplug wall power, put the modem/router/gateway stack on backup, place one phone on Wi-Fi calling, and make a normal non-emergency test call. If the call fails, fix the path before buying a booster.

Use a Power Station for AC Network Gear

Most renters have ordinary AC network gear, not a 12V router neatly ready for a USB-C cable. That is where a small power station fits. The EcoFlow RIVER 2 has enough AC output for low-draw modem/router/gateway setups, keeps the wiring simple, and shows state of charge at the command post. Measure your own gear. A single fiber gateway is different from a modem plus mesh router plus network switch. The RIVER 2 is a practical router-backup layer, not a promise that the building telecom room or ISP outside plant will stay alive.

Keep One Phone Alive

Once the internet path is powered, protect the phone. Turn Wi-Fi calling on before the storm, confirm the carrier emergency address, and keep one command-post phone charged. Rotate other phones through airplane mode so the household does not drain every battery at once. The Anker 737 Power Bank is the phone and USB-C reserve. It is not the router backup for a normal AC modem or gateway. Pair it with the RIVER 2: station for network gear, power bank for phones and portable devices.

Use a Booster Only for the Other Failure Mode

A cell booster helps when the apartment has poor indoor carrier signal but one window still gets usable outdoor signal. It does not replace Wi-Fi calling, and it does not solve a carrier outage, a saturated tower, or dead broadband. If Wi-Fi calling works during your backup-power drill, a booster may be optional. If broadband fails but outdoor carrier signal remains, a registered window-side booster can keep the command-post phone usable.

Do Not Assume the Building Stays Online

Apartment broadband can fail upstream of your unit. Your router may be powered while the building telecom cabinet, hallway equipment, cable plant, fiber node, or ISP network is not. That is why the guide is a drill, not just a shopping list. Write down the test result: which outlet, which cables, which phone, which carrier, whether Wi-Fi calling appeared, and whether the call stayed clear for several minutes. Repeat it after router replacements or ISP changes.

Satellite Is an Outdoor Fallback

If both broadband and carrier signal fail, Starlink Mini is a different class of fallback: portable satellite internet with a subscription and real power needs. It belongs outside with sky exposure, not on an interior apartment shelf. A balcony under an overhang may still fail. Use it as a scheduled session tool from a balcony, roof, courtyard, vehicle, or evacuation route. Pair it with a power station and a confirmed cable or AC adapter path, then shut it down when messages are sent.
